The L copy wanting all before p. [3]; title taken from w26155 - verify title and pagination; it is known from the original British Museum invoice from Henry Stevens, 12 Sept. 1862, that this item still had its titlepage as: 'Message from the President ... transmitting certain documents [20 May 1794], [Philadelphia, 1794]'. Apparently not Evans 27913 (pagination merely 24p., whereas this had more than 24p.).
