The "Ripon paving bill" refers to an application to Parliament for an act for lighting, paving and removing nuisances in the streets and public highways of the borough of Ripon.

In April 1790 the "Committee who have the conduct of that bill" reported that the "ample subscription already provided for that useful purpose, has as yet been untouched", so the 'Caution' may be earlier than this.
