A declaration of the Lords and Commons assembled in Parliament [electronic resource] : That all colonels, captaines and other officers, with all other well affected persons, inhabiting in the severall counties of Hampshire, the towne and county of Southampton, Sussex, Surrey and Kent, shall and may associate themselves in the mutuall defence and preservation of each other, and shall have power to raise forces of horse and foot, to suppresse all such as are or shall bee raised to leavy warre against the Parliament, or that make any insurrection, plunder and destroy His Majesties good subjects in those counties. And that the Lord Generall, the Earle of Essex, be desired to grant a commission to Sir William Waller, Knight, to command in chiefe as Major Generall over the said forces.
