Attributed by Wing to Thomas D'Urfey, but according to the Bodleian Library ballads database, "Originally written by Francis Quarles, but added to by Tom D'Urfey and others". Perhaps D'Urfey's contribution is limited to the expanded version, titled "The Whig rampant."
