The Tudor Royal Arms in wreath at top left, the City Arms at top right; fields surrounding the city; the buildings represented pictorially; at bottom centre two male and two female figures in contemporary costume. At bottom left, a paragraph on London, and at bottom right, a paragraph on the Hanseatic League and the Steelyard. Includes the Royal Exchange.

Howgego refers to this state as state 2, while Krogt refers to this state as state 4. The spelling "Westmester" changed to "Westmuster" and "cum priuilegio" added in earlier state; the insertion of the Royal Exchange appears in the 1574 and later editions.
