Declaration of loyalty to King James VII, and to continuing the act of Charles II 1661 for collecting excise for inland and foreign commodities for the benefit of the crown.
Note
Two states containing different coats of arms in otherwise same setting of type have been identified. In one state, the arms consist of a shield and crown, with crowned initials 'J' 'R' on opposite sides of the shield. In another state, the shield is supported dexter by a unicorn and sinister by a lion, with crown, order, and motto; with crowned initials 'I7' and 'R' above the supporters.
