Based on publication date, J. Walker could be James Walker or John Walker, both of whom were London publishers active in the early 19th century.
Several variations of Walker et al.'s 1821 Dramatic works of Shakespeare appear to exist. Jaggard's Shakespeare bibliography (1911) lists the 1821 Stereotype Edition, and notes that the date of publication appears as "1820" on the title page of Vol. XI. (Though unlisted in Jaggard, there also appears to be a variant of the Stereotype Edition in which the date of publication appears correctly in Vol. XI.) The Birmingham Memorial Library's Shakespeare bibliography (1971) records an 1821 edition by Walker et al. with the "1820" date on Vol. XI (catalog number 110294), and another 1821 edition lacking half title-pages and with the correct date on Vol. XI (catalog 537097). Though not specified, it seems likely that the former (catalog number 110294) is the Stereotype Edition.
